Memory usage questions

Civ4 can be a pretty resource-intensive game, even on modern systems.
Especially when coupled with a mod and the biggest possible maps ever.
I've tried it - these games can slow even the fastest system to a crawl(when a turn takes in excess of 5 mins on a core i7 with 16 gigs things start to feel fishy).

What I wanna ask is - even if you make more than 2GB of user-addressable space available to the game(via setting a certain flag on the executable image manually), is it aware of this and can it utilize that memory?
 
I suppose it is.
I guess I should have bothered checking before making assumptions.

I wonder however what the bottle neck is then.
Has anyone ever tried to determine that?
For ex. on a Gigantic(or whatever the largest size was) map in Rise of Mankind: A New Dawn with ~15 nations in play.

Too bad the AI cannot handle scales such as these.
On paper it's a nice idea to be able to take your fledgeling nation from tribe/citi state to a world super power on such a sweeping scale.
