Does the game still only use up a max of 3GB memory? I was thinking about upgrading my ram from 4 GB to 8 GB to run all my games faster by not sure if it will make much of a difference.

I doubt ANY game will profit from more than 4 GB, unless you have a gazillion programs running in the background while gaming

Nope.
You might gain one or two percent by tweaking the memory timings, but the only way to noticably affect turn speed is a faster CPU. In some cases people have reported that using the strategic mode can also yield faster turns.

Yes, using strategy mode can make it faster because the CPU is involved with FPS
