Messed up images

I just got a new video card and it repaired the dark terrain, cheshire cat problem, but left me with another as shown in the attached image.

This isn't just with the leaderheads (I could live with it if it was), I can't read a lot of the text (none of the advisor screens, the "exit" buttons in all of them are non-existant, jungles seem to look like TV static, the place where it shows "Berlin built ____. What do you want to build next?" it doesn't say that, all the little images next to the guys I want to build are just pixely and unintelligable, et cetera). It happens on my desktop when hovering over items in the description box, and sometimes leaves trailing red pixels after my mouse occasionally.

Specs:
AMD Sempron 2800+
512 RAM
Sapphire Radeon 9600 128 MB (T&L support)
Windows XP SP2

Does anyone know of any potential solutions for this problem?

Maybe try reinstalling DirectX - I don't know why this would have any relation to DirectX images considering it is an animation rather than an image, however it looks suspiciously like a bad drawing of some 4x4 blocks of DirectX image.

It had begun working fine after I installed an older video driver, but I just got a new monitor and it's acting up again. It seems like images and leaderheaads are what's not working. I'm going to try some new drivers and reinstall Civ4 and DirectX and see if it helps, I guess. Any suggestions as to which solution is most likely to work will be appreciated.
