Government: A Council of 6 People preside over the nation, 4 of which are meant to be dead, 1 of which is Insane and the last of which is supposedly a god.
A second council is formed of 2 representatives from each administrative district of the Union. They make decisions which are then taken to the higher council to be confirmed. The higher council also has the power to enact decisions without the support of the Lower Council.
The High Council meets in R'lyeh and the Lower Council meets in the University of Planet, the High Council is often silent or cryptic when asked for so it is often the Lower Council that has to make the more mundane decisions.
Economy: The economy is state owned. Private enterprise is illegal and for project funding one must apply for a grant from the presiding university in that administrative district.
History:
When trying to settle a new planet things inevitably go wrong. The United League of European Scientists is a true example of this; when planet fall was made three groups ended up in very close proximity. First of these groups was a contingent of mostly Russian scinetists who were going to try and establish a true centre of learning on the planet, which they called The University. Secondly a small group of scientists from an old earth company that specialized in shower fittings and experimental physics who had brought the personalities and consciousnesses of their previous leaders (A one Cave Johnson and Caroline) in the implanted into hard drives. And Thirdly the Madness worshiping cult of Cthulhu who believed that they had found R'lyeh.
All Three of them happened to choose the same are for there colony. Unfortunately the area was unforgiving and barren with a harsh climate. At some points all three groups learned of each others existence and so rather than hiding in scattered caves they thought it would be best to merge. The Three groups found themselves all at a peninsular they called Garland Point. Here they had the first meeting of what would later become the high council. The Smaller group of Scientists chose to be represented by there two previous leaders, the Cult of Cthulhu chose a man who was said to be able to hear the voice of Cthulhu and the Russians decided they would follow suit by Resurrecting stwo of the greatest minds of their nation.
So was formed the High Council of 6 members (The final member being Cthulhu himself of course) and as there first action they launched an expedition to the nearby Island (which was the madman's idea) and they found what looked like ancient ruins... The had stumbled upon what they believed to be R'lyeh.

Well... It doesn't seem like much has happened since I went on vacation other than a new country coming into play.
@ Robert Can't: I see you claimed the western island of terranova. I had already put it in my new set of claims (On page 2) since I was going to be on vacation. So Tambien, I guess it is up to you to decide if I get to keep the island since I claimed it first or if the United Leauge of European Academics get it. If you want ULEA to keep it that is fine with me and I will claim two different territories though I would like to keep the island for economic purposes. The Republic of Laconia does not mean to offend you in any way United Leauge of European Academics. Sorry for any trouble.
