I'm talking of the federal minimum, which many states follow (including Wisconsin). The $15 is not an increase that will happen federally (at least not yet), just what some are proposing.

Jul 24, 2007 $5.85 for all covered, nonexempt workers
Jul 24, 2008 $6.55 for all covered, nonexempt workers
Jul 24, 2009 $7.25 for all covered, nonexempt workers

In the early 90's when I started working it was 4.25 then 4.75, but I don't have the actual years handy.

I don't think anyone is seriously trying to say the minimum wage should go up by $7.75/hr overnight. These increases are done in phases as @warpus mentioned (Ontario has been doing phased increases for a while now).

The article also points out that the study excludes large employers, which are a major source of jobs for lower paid, less skilled workers.
