Ministry of the High Steward

Unseen NG orders from Governor Diamondeye:

Instructions for the next turnchat:

Citizens working the following tiles are to be converted to priest specialists:
The citizen working the grassland riverside hill 2N1E,
The citizen working the grassland hill 2S,
The citizen working the plains gold hill 1N.

For reason on the gold, see this thread: http://forums.civfanatics.com/showthread.php?t=289792

The way things look right now, I would really like Combustion, ASAP. However there are other matters.
We could also go for Assembly Line, which would also require Nationalism, Constitution, and Corporation. An added bonus here in addition to tech bonuses (Nationhood Civic, Representation, and Wall Street) is the opening up of a new government style for the DG.

Assembly Line does not require Constitution. The list I gave is a tech path to assembly line,
Corporation-Assembly Line
then to Combustion,
Railroad-Combustion

We can do the RR-Combustion first but I prefer the factories first.

Your right.

As for Combustion, we'll wait for more people to speak here and then bring it up to the Estates General. With that off it might be worth waiting...

To tell the truth, I am really liking RPing the CoA right now, and I believe Constitution would give in to a Representation switch immediately, but this is up to the people.

I am going to give Civplayah the build proposals, post-note proposals, and the tech rate proposal. They haven't been fully evaluated yet but they will receive more traffic from the TC thread anyways. I will bring up the teching path there and at the EGAH, as well.

Nevermind that, I read the Direction of Tech thread, and that looks like an agreeable path.

I'll post that in the TC thread, where it will also receive more criticism.

For the next High Steward Report, I will be omitting all suggestions of governed cities (except my own) from the report. I will do this because of series of mistakes and misunderstandings from the last two TCs. I would also like to make clear that it was never my intention to take over command of the cities, but only to help the governors by giving my opinions on gameplay priorities in the cities, which was stated before every Report.

I would also like to personally apologize to Diamondeye, who has received the bulk of my mistakes.

This will be my final report for the CoA, as I have no hatred for them, I suppose it would be right to go over interior gameplay issues over the next TC.

Before I say anything regarding the builds of cities, let me post the Mayan Armada plan I support.

New Arkadia: We whip the Knights coming out of Santiago as the first action in the next TC, then move the Knights of Santiago to Seville and give him sentry orders. Also, we move the trebucets in Barcelona to the safest strike zone within Seville county. The caravel and the frigate in the Wester waters (Cordoba and Seville) should be promoted to first strike and strike at the Armada in hope of causing them to land on the Cordobian Peninsula rather then Seville county.

After this, Nationhood is adopted. Please, I propose that Nationhood is the only civic adopted here, if the Armada defeats both ships either while attacking or defending, they can skip straight to Seville and attack while we are in dismay. If Nationhood is the only civic adopted, we could draft right after the troops are landed, no matter what.

This plan is supported by past High Marshall Provolution, and needs only for the people of Arete to discuss. It would involve holding off PF elections until another 5 turns, though, I hope we can get past this.

Now on to builds.

Assuming that we do go into revolution on the first turn, all production will be halted for that time. Therefore for the first turn production queues don;t need to be interrupted.

Arete: I say we pump out the Ironclads like there's no tomorrow here. A best offense is a good defense, and for something like the Mayan Armada, it would be best to make sure that it could never happen again. Unhappiness caused by War Weariness will affect Arete in 4 turns, so I propose we turn on Avoid Growth, but only till the end of the Babylonian War.
Arkadia: Keep as is.
Seville: Keep Galleon Production, but draft As Soon As Possible. Assuming we switch to Nationhood on the first turn (or that we switch at all) the best case scenario is a draft on the 2nd Turn in the TC. The end product of this city with a draft is not going to be beautiful, may I remind you, but its better then not having Seville at all.
Venice: Whip the bank, let grow 1pop after that, then turn on avoid growth. Begin Ironclad production afterward.
Barcelona: Finish the Grocer, start Riflemen. If starvation isn't cured from the Grocer, and I think after that we can afford to let grow.
Madrid: Let grow, then produce Riflemen.
Warfire: Leave as is, if asked for directions I propose a market.
Santiago: Whip the Knights to begin with, move Knights of Santiago to Seville.
Seidrik: Leave as is, produce more galleons.
Cordoba: Leave for three turns. (You will be given directions) After, produce Ironclads.
Babylon: Leave as is, if given directions, choose Ironclad.
Blastoid: Whip courthouse, leave as is. Start a Grocer after Courthouse.
Vandal Valley: Leave as is, after theater, start granary.

As a general note for governed cities (not sure if they are even technically governed anymore), I would keep the production military if it is a War-Production Capable. And Kassite is in starvation.

I would also like to ask the CoA to end the TC if the Mayan Armada is wiped out before the end of the TC.

Promote and Upgrade Caravel, making it a frigate, is essential.
