Modding Permanent Alliance/Team Behaviors

Does anyone know what files control these behaviors? I would like to either:

a.) Remove the PA restriction to allow PAs with more than 1 team

or

b.) Edit the in-game changes (such as tech research) for teamed civs

I'd prefer to accomplish a; ultimately, I play the game with friends in multiplayer, and we like our civs to function independently until later in the game when we would like to have a shared victory; 3 of us usually play against 5+ AI opponents, with no one starting on teams. Any advice is greatly appreciated.
 
While I'm not 100% sure about this, I think enabling Permanent Alliances in the Custom Game options will allow separate people to form a team once the tech that enables em (fascism I think) is researched. Now, if you want to start out as a team at the beginning and form a larger team later.. I have no idea about that.
 
Yeah, the PA option allows 2 civs to form a PA once you have Fascism. Apparently, the original release of vanilla allowed for more than 2 civs on a PA team, but the current BTS build does not, which is what I'm trying to accomplish via a mod.
