Modding UN/AP

I have a modification request. It's actually fairly small. Can someone make it so that the person who builds the UN or AP doesn't automatically initiate contact with all other Civilizations? How about the only people who can participate in either are only the contacts of builder?

I want this because I find it so silly that by having an AP, you suddenly meet that long-lost culture all the way across the planet.

It doesn't give you contact to every civ, but only to every member (which is for the UN the same).
I don't know how it should work, a AP where you have members which don't know you...doesn't make sense .
