Pretty sure I remember setting it up so that the "Load Order Vital"s go AFTER the "Normal" modules, as that makes the most sense. But for overwriters, you would want that to go BEFORE the normals in most cases.
Cosmetic-Amurites Wixard Hall training functions properly, but its pedia entry doesn't mention it.
What you COULD do is include the original help text in your textkey (Put it first, then [NEWLINE] followed by your text), and alter the textkey name. So TXT_KEY_WIZARDS_HALL_HELP_FLATXP.

It's already in the first post and has been since I put this up. Module help text doesn't seem to overwrite original help text. So any building that already had help text won't display that it gives XP. There aren't many and most are civ-specific.
Nope, LoadOrderVitalModules loads before NormalModules.
