In world war one, Germany had about 70 million people, Britain and France about 35 million, Spain and Italy about 30 million, and Russia about 170 million. I think Germany lost about 30% of its population after the armistice, but lots of them migrated to Germany so they probably still had about 60-65 million people by 1941. The others probably stayed proportional, although Italy grew a bit from their territorial gains. I'm doing Italy right now.

Spain: I can't find a source for Spain, but my guess would be about 25 million, since I did find that its population in 1960 was about 30 million, and it grew about 1%/year in the 20th century.
Italy...I'd drop Milan a little bit, other than that, I'd say it looks good. Cologne should still be a little bigger than Berlin.

Radar was being used by the British by August, 1941 (quite effectively too). Putting in a few towers in this scenario would be a good idea.
