In Marseilles a great building had been under construction for some time. Captain Pierre, a veteran of Africa and Siberia, had been selected to be the head master of the new great wonder, war academy which was being build in his hometown Marseilles. While he was supervising the constructions of this new great building which would provide more great warriors for emperor Napoleon Tell, a messenger arrived from Spain.
"Sire, Madrid has fallen and the entire Spanish army has surrendered! All of Spain is now under supervision of France, Britain and Rome! But I bring bad news for you; your brother Maurice died in the terrible city war that was fought in Madrid!" the messenger said.
"NOOOO!" yelled Pierre.
"But not to worry; the king of Spain has been captured in Madrid and he has been brought to Paris! I've heard rumours that he will pay for his war crimes; I've heard that emperor plans to execute him publically!" the messenger continued. And without any further thinking, captain Pierre packed his backs and went to Paris; he wanted to see when the killer of his little brother would be executed.
Few weeks later he was in the great market of Paris, where thousands of other Frenchmen had gathered too. And in the middle of the market there stood a guillotine, and emperor Napoleon Tell himself was standing next to the guillotine. "Now, the great evil must pay!" the emperor shouted, but nobody heared him, as everyone were yelling "BOOO!" when the king of Spain was being dragged towards the guillotine. And his head was put to the hole and emperor Tell himself gave the order to the executor: and as the evil king's bloody head fell to the ground of the market, people started yelling out of joy - and Pierre shouted with more noice than anyone else.

Grow army in northern Siberia
Once the War Academy of Marseilles gets finished, place 7 of the new free armies to northeastern Siberia and 3 to southeastern Sahara.
Leave only 1 army to those territories that were captured from Spain, bring the rest to southeastern Sahara.
Start moving 5 armies in Spain to southeastern Sahara (if it's okay with the Brits that we use their teritories).

To Japan:
We will not give our territories in Siberia away for free, and know that soon our armies in Siberia will be very large. However, we might be able to sell those areas to you for, say, 1 economy level for one territory - and of course we would also sign a NAP with you to ensure that we wouldn't be taking those lands back immediately. So we could sell you those two territories immediately north from Japanese areas for 2 economy levels. How does that sound?
