The Need for an Economic Pact of the World
Madagascar recognizes the need for an economic pact that will guarrantee free trade throughout the world, and to provide economic aid to the nations that need it the most. This will both stimulate economies for those nations already developed, and provide funds to help those who aren't.
A message has been sent out to the economic rich nations of the world, in hopes for gaining new members. However, this Pact is limited to only the nations invited - the Pact is, at this moment, only looking for certain nations, determined by the Madagascaran government.

From Madagascar
Dear nations of economic strength. I come to you to propose the creation of an economic pact that will futher fortify our economies while providing funds for those who need help. This pact, named Economic Prosperity for All Nations, or EPAN, will come into affect if I get the interest of just three nations. If any three show interest in joining such a group, I shall provide the outline, goals, rules, etc. of EPAN.
