1. To promote the self defence of your nation
2. To have nuclear power which is cheap and efficent.
For all nations futhermore ask you to sign the following treaty.
Non-First strike Treaty (otherwise known as the Treaty of Brisbane)
This treaty is simple. No nation will strike first with nuclear weapons, unless they are attacked by an invasion or nuclear strike of them all.
Futhermore all signatory nations gaurantee the saftey of all other by signing a non-aggression pact
This treaty is only in effect between signing nations.

Very well, we apologize for our accusations as well. However, I hope you understand that we will still be investigating your dealings with Korea, and until then we cannot sign a non-aggression pact. Also, we will not sign the Treaty of Brisbane for obvious reasons that not all nations will, and we will not be held by it when another nation is not.

We support the Brisane Treaty, however feel that due to the fact that A) we have no nuclear weapons and B) that it would put us at a military disadvantage with other nations not signing it. And thus will not sign it despite approving the efforts made by oceania in attempting to halt the possibilityof a nuclear hollocaust.

We believe the treaty to be useless, as if a nation does use nuclear weapons first, it gets the world opinion against it anyway. We also doubt that many nations would sign it. Nevertheless, we pledge not to use nuclear weapons otherwise then in retaliation.

Once again I remind all nations that the Treaty of Brisbane only is in effect in relations between nations who have signed the Treaty.
Germany, as representative of the Commitern:
The Treaty of Brisbane is nothing but a white elephant, altough progressive in its nature, it will do nothing, nations will still acquire nuclear weapons.
The recently aquired Commitern nuclear policy is of non-First strike, and therefore it is already w/in the proposed treaty.
The NAPs will just get in the way of diplomacy and become nothing more than entanglement.
Therefore, the Commitern will not attempt at a surprise first strike at a nation in peace. and will only become economic/and or militarily aggresive to Oceania if indonchina is attacked.
The Commitern has no problems w/ oceania or Korea, leave indochina alone and we wont get in anyones bussines.
