*President Sergov, after having been rushed from a secret location to the HQ of the DU, approaches the podium that overlooks Democracy Hall, with every representative, and many presidents, of the DU. He takes a breath, readying himself for the speech, the bright lights burning his forehead. He clears his throat and begins.*
"Dear democratic union allies, and commitern friends, I come to you during a very difficult crises which threatens the very stability of this organization...of this world. The Chinese and Korean ambassadors have given word, in this very hall, of an impending Oceanian attack upon China, and the destruction of the Chinese people. Well let everyone know this: Madagascar could not - no, Will Not - allow such threats to exist. Oceania has repeatedly shown its real face, a face of vice and genocide. And now we have information upon their true goals, the total mockery of our organization and the destruction of all that is not Oceanian."
"My fellow democracies - my fellow people - we cannot allow this to happen. We cannot allow Oceania to continue to threat our way of life, our people, our culture. It is time we finally act. It is time for the destruction of Oceania."
"As of right now, Madagascar pushes for the acceptance of Resolution 7: A DU operation, hopefully in conjuction with our Commitern friends, with the sole purpose of disarming the Oceanian government of any weapons, be it nuclear or conventional, that can be dangerous to herself, her neighbors, or the world. In short, we ask for a combined declaration of war upon the Oceanians."
Sergov knew he was skipping important steps, steps that should be taken to confirm the information provided. However, he also knew that the information provided was consistant with Oceanian behavior. However, it would be much harder to convince Congress of that.
*Congress Hall, Sarinosko, Madagascar*
"We have no actual proof of what has been presented by us, Mr. President," Mikail Gorbechev, spokesmen for the combined houses, address President Sergov in the Presidential Office.
"Yes, but the information is consistant with Oceanian attitude. We have no reason to believe the Koreans are lying, chariman," the President replied, his eyes meeting directly the the chairman's. His breath smelt of sour garlic.
"I am sorry, Mr. President, but as the chairman for the combined houses of Congress, I am bound to deliver the result of the vote. There was not enough majority for the declaration. You are hereby ordered to recount your declaration of war. Apparently many do not believe in sending millions of our men to die for a reason not yet clarified. Bring us proof and we shall give you authority." And with that, the chairman left the office, with Sergov's head down on the desk.

Unfortunately, Madagascar is unable to follow up on its request for a combined declaration of war against Oceania. Perhaps we jumped the gun. However, we will be creating a full scale investigation towards the Oceanians, and await their response.
