This Invitation is sent to all nations on earth, despite ideals, economic system or cultural differences, everyone is welcomed.

THE GLOBAL TRADE AGREEMENT
The target is to create a worldwide free trade link, one which trade would be encourage between members, communist or capitalist nations.
The Signing and joining of the GTA would provide the following points:
I- Elimination of trade barriers such as tariffs between members to encourage trade.
II-Opening of the Commintern Closed economy to GTA members, and the opening of the worlds largest new market.
III-Stablishment of a World-wide Stock market, from which only members can tap into.

OOC: No, international companies are a logical progression from Capitalism and FTZs. Giant companies had occured before, like the Standard Oil Giant, and while there was not outsourcing yet, that was mianly because there was still wuite a bit of cheap labor in the Industrial World.

OOC: I was referring to that as the monopoly. In a capitalist society where workers will work for less across a freely trading border, it will make their products there.

From Madagascar
You are in charge of a business dealing in timber, where you have operated and prospered in India for nearly a century, and now you must compete with larger, better companies (say that are based in Russia, because timber is more numerous there it is also cheaper, allowing the timber companies to sell at a cheaper rate then that of India). With no tariffs on outside goods, the timber of Russia can be sold at a very low cost, driving out the local businesses and creating unemployment.
This is why Madagascar proposes a little at a time. With less competition like this, local businesses can slowly expand into the FTZ countries, and compete with the foriegn organizations. If we do so much too fast, then there will be massive unemployment.
Germany and the Commitern, while in very good intentions, does not understand such problems with a capitalist society simply because of lack of experience. I urge the international community to avoid such disastors as mass unemployment, and respectively decline their invitation. Start small, initiating FTZ within your local areas. Then we will try to integrate it into the free world.

What is your proposal sorry we must have missed it. Futhermore we would like to join the GTA. Perhaps we should however take heed of Madagscars warning and thus maybe we should set up regional trading areas to begin with with the stock exchange tying them together.

We would like to send our nuclear arsenal to your nation to ensure that rebel forces will not take control of them. This will occur if you agree to their return after the Civil War. They are not to be used in your war against the Brazilians.
Oceanian Orders *Secret*
- Crack down on all communists. Communists are to be imprisoned if they have known contacts with the rebels.
- By Presidential decree the Consitution is suspended for duration of the crisis. The Congress and Senate will still meet however and can vote to re-instate the consitution after a period of two years.
Have the army begin a campaign to destroy the insurgency. Focus on the Australian continent, the island of Java and the islands of New Zealand as these are the centres of the USO. Offer amnesty for all rebels that lay down their arms and sign an agreement never to fight against the USO again.
Launch an investigation to be carried out by another nation, likely to be Germany and Madagascar to see if the USO elections were rigged or not.
The Navy is to enforce a naval exclusion zone within USO marintine borders. Any ships entering USO borders will be boarded and be searched foir contraband. Any contraband found will be seized and helped to arm Oceanian soldiers.
Begin a conscription campaign to ensure that the army grows. Conscripts who join voluntarilty will serve for the duration of the Civil war only.
Secure the nuclear warheads and ship them to a small island in the Indonesian archipeglo. Have three naval task forces gaurding the island and have two divisions of the most loyal troops on the island. Civilians on the island are to be moved, any communists found near the island are to be imprisoned or executed depending on the extent of their crimes. This will ensure that the nuclear arsenal of Oceania does not fall into the hands of those who wish to seek Oceania harm!

We would like to set up a free trade zone around the Medditerrenean in accordance with Madagascar's ideas, to allow a small group of nations to organize a FTZ to further our own economies and ultimately to join a world FTZ when our local cultures can absorb the shock of Free Trade and become stronger through it.
