Ok, I've given this a lot of thought. One one hand, I would love to play France. I believe that I am up to the task of doing it, and that I could be victorious. However, there are several arguments to the contrary.
First of all, I've wrote...*counts* 32 pages worth of stories, in Word, about Persia. As fun as playing France would be, I simply can't abandon Persia yet, I have greater plans for her.
Also, I am a relative newcomer to NESing. It would be a bit pretentious and arrogant of me to take control of a Great Power on what is, technically, my first NES. Even if I am brilliant. 
Therefore, as I was petting my cat (which scratched me, ow) and thinking about what to do, I decided on a compromise. I will send provisional military orders for France, seeing as how an NPC'ed France simply can't do all the things I want it to do right. And, I know most of the French plans anyway.
In regards to responding to (most) diplomacy and domestic orders, consider France NPC'ed. But I will write a set of military orders for France this turn, and will reconsider my next actions after the update. I will conduct military related diplomacy for France, this turn only. No, I will not write GIVE PERZIA 20 ECOS OMGZ!
In a completely unrelated note, this thread is now about one quarter the size of ITNES I.

Why should Thlayli be allowed to control both France and Persia?

I do not believe at all that anyone should be able to control two nations and especially not France and Persia. If Thlayli wants to take France and leave Persia that is perfectly fine, but it would be, in my oppinion, most unfair to allow anyone to take two nations. I can't just take control of every NPC and write orders for them to benefit the FK, same applied for everyone else.

I'm not exactly...merely carrying forward France's *military* plans as Panda wanted them carried forward, for only one turn until Kalthzar can do it. NPCing wouldn't work...because an NPC'ed France can't crush the rebellions as Panda wanted them crushed.
But taking full control wouldn't work either...I'd have to leave Persia.
However, if das orders me not to, I won't. Or if someone can take France now.

I still object, I find it very troubling that a player of a country in which the FK has great interest will be writing orders for the arch-enemy of the FK.

If we were to claim all of historical Hungary and its subject realms, it would be damn near the entire Balkan portion of the Ottoman Empire, sans Greece and Rumelia. However, we don't feel the need to shift possession of troublesome ethnic minorities from the Turks to ourselves.

Once the UU has been used in battle it should not be possible to keep it a secreat anymore. It simply does'nt make sense.
Anyway my predictions are it's a Maxim Machine Gunner, or possibly a Gurkha or something.
