On a more IC note.
Peru is disturbed by the amount of destruction in the world right now. We would like to restate our neutrality and offer the comforts of Lima and Cuzco for any negotiations. We realize we might not have the splendor of London or Paris, but we are neutral and would like to put our facilities at the disposition of the warring parties in the event that they prefer to meet on neutral ground.

The Chinese during the Han Dynasty could alone raise an army of one million nearly 2000 years ago. I'm sure they can do better 2000 years later :D
 
Indeed, now you cannot fight. I shall fight instead. And what did you expect the treaty was going to be - I mean it was stormbringer and the FK, it would have been basically a complete loss of the French Empire, an empire which we both worked hard to preserve. I wasn't going to let that happen, so I took matters into my own hands.
 
actually it was a very acceptable treaty since I wanted to see a weakened France as a friend rather than a crippled France as an enemy, but Panda jumped the gun
