Indeed, but that will be sort of useless. Try debating the legality of the goverment to the masses, and you will just get ignored. Appeal to their desires and needs however, and you will be loved.

Oh i dropped the late industrial revolution part. Speaking of stats, HRE must've got some rich allies, to be able to increase its total army amount despite the losses suffered, AND increase their training to so high. Aside from that, where/when did my army training dropped? It wasn't mentioned in the update... (went from Elite+2 to Elite +1)
