It is true, Geneva did not join the RGC, and thus cannot be said to have betrayed it...Italy on the otherhand...

The Federated Kingdoms fails to see how "good relations" may continue if Geneva actively helps the side in the French Civil War that the Federated Kingdoms is fighting. We take Geneva's statements to mean that Genevan soldiers will fight on behalf of the CDN, meaning they will be forced into a direct battle with Federate troops, something which makes it hard to have good relations.
