Protest
Protesters in the streets of Paris were waving signns and shouting things in a mix of Basque and French. "Freedom, and Justice" cried some. "Hipocracy" cried others. The protesters numbered in the tens of thousands. They all converged in a major Square. There a man stood up on a small platform some protesters had carried in. A young gifted orator, nigh 20, named Miguel Colbert, though known by most just as "The Basque". The crowd went silent as he raised his hands in the air. A yearning silence awaited his words. "My people, the Basque people. You know what you want. But does the world. How could so many great nations be so blind. There is independence in the Balkans but here there is only opression. The great nation that is Russia fights for freedom but here it turns a blind eye. WHY, i ask you, WHY, I ask the Russians. France has helped free the Balkan nations, but here is only supresses our cries. WHY, King Julien-Francios, WHY. The hipocracy that permeates the very being of these events is obvious. The Franch care only for Money, Power and Land. They care not for liberty, they care not for justice. But I cry out to the Leaders and the People of Europe and the World. WILL YOU NOT HELP. Can you not see the hipocracy, the taint, the opression and supression. The Basque people ask only for the chance you are giving thos of the Balkans. What is the difference between Iberian and Balkan freedom? I will tell you what. The difference is Money, the Difference is power. The difference is that The freedom loving nations of the world, the Russias, the Portugals, WILL NOT STAND UP. They will not look France and Spain in the eye and say that this is the end and the beggining. That the opression and supress END NOW, and The era of FREEDOM BEGINS!!!!!"
The crowd began chanting "Freedom" in Basque and French. "The Basque" quieted the crowd.
"We can take comfort and draw strength that this same thing is happening in Madrid and occupied Vitoria. In spite of the political divisions the seven provinces of Basques country are obstinately steadfast on every Basques matter. WE WILL BE FREE, WE WILL PREVAIL. I beseech the nations of the great world to help the Basque people. That France and Spain attempt to intimidate us and will not sit down for talks only shows their weakness. Hopefully, once again, a sun will rise on a free Basque land. Will kings not have themselves be remembered in history as the Basque libertators."

France has no problems with the Basques fighting the Spanish, but we just don't want them in our land

Indeed. France, unlike China, is a state which grants relative freedoms, such freedoms being the right to peaceful protest. However, those which advocate the separation of the French state are traitors, and treason is a offense of the law, and therefore such advocators will be arrested.

Miguel Colbert was swept away in the crowd, as to avoid the police. The police arrested many of the dissenters, but much to the protesters relief,Miguel got away. This time.

Shoulda asked me for advice. I did well, except for going on a trip for the most critical turn of the war.
Here's how you succeed as the Ottomans: Get a UU that specializes in crushing revolts, and don't try to change the old ways fast. And don't try to stomp on a section of your population unless they're rebelling, in which case you use the UU.
