And Europe is definitely the lowest priority for new civs right now)

Hebrews 14 (17-3) As I said before, I think as a kingdom they are not important enough. A small kingdom with more or less infertile hills without much population. Except for very short periods of times, they were always overshadowed by their neighbors like Elam or the Philista Pentapolis.

Tibetans 15 (14+1) I think a pre-Gelugpa lead Tibet wouldn't be that much of a political problem. The great Kings Songtsen Gampo or Trisong Detsen would be very good choices. Although religion and Buddhism wouldn't play that much of a role in this case since during the days of the Tibetan Empire, this wasn't that important yet. Tibet would be displayed as a rather militaristic mountain civ in such a case, which some people with superficial knowledge of Tibet might find odd, since the think Tibetan rulers were always like the current Dalai Lama. If we aim for a religious leader, there is only one choice: the Great Fifth. He could have bonuses towards diplomacy, military or religion. Other obvious bonuses for the civ itself would be trade across mountain tiles, spreading religion and a heavy bonus if your religion is a major religion in some foreign civs (based on the strong religious ties between Tibetan Lamas and Mongol leaders and Manchu leaders for example). It could be made an interesting civ, but not as much a niche civ as their neighbor Nepal could be.

Incas 21 (20 + 1) A great choice in terms of diversity (the only option remaining from a continent with literally no Pre-Columbian representation), a great choice in terms of historical impact (the most dominant civ that continent had ever seen, with a larger empire than all but a few in Eurasia) and the potential for interesting mechanics (mountain-focus, infrastructure, civic advancement with comparatively low tech...). There are only a handful of civs I'd prioritize ahead of this one, and all of them were in the vanilla release.

Vietnamese (15-3)=12 I've stated my reasons for downvoting them before. They are known for the Vietnam War and I don't want the Civ to focus on that. And Trung Sisters aren't a good choice for leaders (they would probably be eye candy for teenagers :p). They can use an Emperor like Le Thanh Tong, but I prefer a more Indianized mainland SE Asian civ.
