Khosrow I (Persia) 21
Lucius Brutus (Rome) 21
Phillip II Augustus (France) 20
Rodrigo "El Cid" Diaz de Vivar (Spain) 14 (17-3) Never led Spain (Castille in this case). Carlos III (Charles III) is a better option for Spain, I mean, it could be an alternative victory for Spain, focused in Culture cause he was a really good illustred ruler.
Sargon of Akkad (Sumeria) 17
Thutmose III (Egypt) 23 (22+1) Interesting option, Egypt could be a powerfull early Civ domination.
Ur-Nammu (Sumeria) 22

Bolesław I the Brave (Poland) 18
Diocletian (Rome) 20
Dwight D. Eisenhower (America) 19
Frederick II Stupor Mundi (Germany) 17-3=14 Already in Civ2, so not technically a never-before-seen leader.

Lucius Brutus (Rome) 21
Phillip II Augustus (France) 20
Rodrigo "El Cid" Diaz de Vivar (Spain) 14+1=15 Doesn't need to have led all of Spain, or even Castille in particular. He led Valencia, so he's still a Spanish leader. Spanish? Check. Leader? Check. Famous? Check. Big personality? You bet.
Sargon of Akkad (Sumeria) 17
Thutmose III (Egypt) 23
Ur-Nammu (Sumeria) 22

@Phrozen: very very nice list by the way:goodjob:. only two things, 1. Sargon is not the hero king of Sumeria and 2. Frederick II was already in a Civ game. It is unfair that they were down voted because of this.

Sargon of Akkad (Sumeria) 18 (17+1) one of the most important human ever!
Thutmose III (Egypt) 23
Ur-Nammu (Sumeria) 22

Frederick II was just a portrait in Civ II just like everybody else. It wasn't until III that leaders actually really mattered to the players gameplay. So I would say it doesn't really count.

Sargon wasn't Sumerian but he did lead the Sumerian city states after he conquered them.
