Played deity til 300ish turns. It is somewhat playable but ended up building so much war weariness to the point I can't build a military unit. AI won't end a war! Like 3 nations on war with me and more than 100 turns of war nonstop. I was gonna upload a save file but I'm using quite a bit of mod ( no mod that affects the difficulty level)
Not exactly the same thing, but I'd need the specific message you're getting. I have to register my CV license with Microsoft.
I wanted to make sure I got the CV working correctly before we started the drive.

Try to install the new Hot Fix. Windows Defender said it looked suspisous file. Then my Avast anti virus said it was checkig it as a Threat virus
Hot Fix started to install and then got message that Wndows was cancelling the install as it was trying to change files in civ 5 folder

How does this affect the Huns as their UA is made for warring for long periods. Wont that weaken them.

Not sure about the terrain bonus.
The flanking bonus is not bugged, you are at war with another civ so it is being applied as that other civ has a unit within a single tile radius of your unit.
The 40% bonus comes from the fact the skirmisher is on open terrain (unique class promotion).
The flanking comes from having an enemy Portuguese unit next to yours : flanking takes all surrounding enemy units into account. For Zulus, this bonus is then increased a lot by their unique promotions.

Having trouble to install this version. I'm executing the installer as Admin and bypassing any antivirus possibly whining, and yet:
(The only line in French is "access denied")
Surprisingly the first time I ever had that error. Also ; This is a clean install; when I tried applying this fix on the 5-24 version I'd get "DeleteFile Failed" instead of "MoveFile failed" ; so I assumed it'd be easier on a clean install.
if I Ignore this warning I get more of these later - Mostly the .mp3 files in (1) Community Patch / Modules/MoreGP/Extra_Gp_items
EDIT: Lmao. I rebooted and tried again and got the same error, except THIS TIME Avast explained they were blocking the file operation... On my initial post I actually even went out of my way to check if Avast wasnt blocking anything. And now it does...
Problem solved I guess. I should ditch avast, it's been long overdue. Sorry for the bother but maybe it'll help someone else?

Ah as it turns out this was my problem too; disabling Avast's shields and switching it to passive mode allowed me to run the installer without admin privileges and install VP properly.
With the new spy system making tech steals more restrictive. This makes it tougher for the player to catch up with the AI. Instead of bumping up the science steals or making tech steals easier, do you think it would be better to tone down the AI discount for upgrading/buying units?
This way the tech gap wouldn't feel so oppressive, as even if you're behind in tech, you have more leeway to counter the AI through warfare when their units haven't been fully upgraded yet.

I recommend not using Avast. They've been caught selling their users' personal data before.
I wonder how much of the issue is the .exe, and how much of it is MEGA. I may need to leave MEGA.
I ran a quick test on the .exe and none of them flagged it, so it may be the IP origin that's causing the issue.

AI still isn't building the CV victory building. I should have lost to Japan on CV due to the AI snowballing with Hero Worship and tons of great works but he didn't build the victory building for 15+ turns after he had the required policies, letting me win with a science victory. I couldn't have caught up with culture. I'd have needed to wipe him out entirely to have stopped him, so I didn't bother trying to war him. (I'm not sure I could have made much progress anyways.)
