New City State Info

With cloves being unique to Zanzibar CS, it's almost certainly that Indonesia won't make it to the game.

Since it's unlikely civs have the same abilities as in Civ5, so this means nothing. Indonesia could have nothing to do with cloves.

Although I found it unlikely to have Indonesia on release, but for different reasons :)

Cloves as a unique luxury for a city-state, will probably mean that it is not available to any other civ as a unique resource. So Indonesia could still be in with a different UA. Not that I do expect them though.
 
I really do like the concept of envoys being a physical unit that you have to move trought the map so you have a geographically tied "sphere of influence" like on the Vox Populi mod.

That being said, if you would have to send an envoy every single time that you "upgrade" your relationship with a CS that could easily turn into a messy micromanagement hell. I think that a middle road approach would be to treat envoys like trade units, making them auto move trought the map in order to reach their destination. Another option would be to only manually move units in order to stablish initial relationships with a CS (your first envoy) and then when reaching its final alliance level (suzeroy), making all the other intermediate steps a menu-based interface, putting the focus on micromanagement only on the most crucial moments of diplomacy (first contact & alliance).
 
Ooh, I like this! This is another way CiVvI (I'm totally going to write this a different way every time now) is going to ask you to make adjustments to your situation. Its no longer, "Hey, these city states are the best city states", or, "Ally with every city state if you go patronage, no reason not to", but instead, "Ally city states based on what your empire looks like."

If you go heavy science, you'll get more benefits our of a scientific city state, and if you go heavy gold, you'll get more benefits out of an economic city state. I think that's a lot better than a flat benefit for whoever owns it, and adds a bit more strategy and flavor to the game overall.

You also don't need to complain anymore about city states marching their units in the water while the enemy is attacking them, which is cool. Or if you do, you can always go, "hey, should have had more gold!"
 
So will the envoys be real units? Which can be send on a mission like a missionary or a great prophet

Or are they virtual like the spies in CiV which have no animation, and exist only in a few dialog screens.
Which I dislike. Spies are to invisible and feel more like a point system than a unit, to me.
Considering that you can evidently assign envoys in the city-state UI, they're almost certainly virtual units like spies.

I think the best explanation for Firaxis choosing this word ('suzerain') for the City State ally is that they wanted to see every possible misspelling that the players could come up with. ;) (If you're both a viceroy and a suzerain, though, 'suzeroy' does keep things simple! :D)

City States used to be mere vending machines but now they are getting much more interesting.

They don't necessarily need to be absolutely balanced. If some are more desirable than others, that will mean more competition to be the ally of that city state, which is not necessarily a bad thing.

It's a matter of degree. Differentiation is fine if the city-states are relatively well balanced. What we don't want is a repeat of Skilldorado in the city-states pool, in terms of raw power. Or in city-states terms, a repeat of Maritime at CiV release.
 
I wonder if we would get some city states that also could be civ cities. Like Lübeck being a mercantile city state.
