So if the last three civs are Zulu, Mapuche, and Scotland and Pike and Shot is a new unit... which of those has the best chance at having a unique Pike and Shot?
I think it might actually be the Zulu. The Impi replaced the Pikeman in V, after all. If the Impi in VI gets some sort of ranged attack like in V, I guess that would cover the "shot" part of Pike and Shot.
Mapuche is still a speculation (could be Inca). Scotland could be named Celts.
I don't think any of new civs have unique Pike and Shot unit. Zulu and Mapuche/Inca never reached this technological level while being a separate entity. Scotland is possible (some Cleymore-wielding highlanders), but I don't consider it likely.
Yeah, none of those fit the Pike and Shot. What they should do is use the Conquistador model to make a Tercio UU for Philip, or even flat out replace the Conquistador with a Tercio (same special abilities would be fine).

Unless they changed the wording from triggers to unlocks, it may seem that Eurekas and Inspirations may be "locked" under some circumstances...
Ehm, wise one...Hong Kong was a vanilla Civ VI city state, no? It's definitely been in the game for a long time, if not from the start.
I'm not certain, but Hong Kong might have been a city state that hadn't been seen yet. This would confirm it's still a city-state, though a civ for Hong Kong would be incredibly unlikely.
The question Eagle Pursuit responded to was whether someone spotted new city states. His responses was Hong Kong. Hong Kong is -not- a new city state. It's been in the game since its initial release.

It's possible, however in the picture it appears that the new leader has a cape, if you look closely at his neck. That would more strongly suggest that it could be Lautaro of the Mapuche, due to what these two cultures were know to traditionally wear. That being said, it's no guarantee. We know there aren't any city states added except to replace ones that became civs, so spotting city states (either new ones or ones that already existed in the base game) gives us hints towards which civs are likely or not. For example, spotting Palenque made people rule the Maya out.
