We should land our 1st xbow or two in the jungle hills near the Barb city. Merlot would be foolish to attack as the unit would have insane defensive bonuses. The unit's presence will force them to keep units garrisoned in the city while we build up our main force. This will prevent them from sending a force that would be strong enough to threaten our canal city.

I am assuming Merlot will attack the barb city - but if they don't we should walk the xbow to the circus. No point in allowing them to build city improvements without getting pillaged.
