New utility - CivMoveCity

Just another command-line utility.

Of course, you can destroy a city and rebuild it in the new location, but may be it will be simpler to just move it :)

This version should support either ToT (with multimap) or FW, but was tested by me with ToT single-map only.

Command-line syntax:

CivMoveCity SCENARIO_FILE CITY_NAME [-mN] X Y

where
SCENARIO_FILE is the filename of scenario or savegame
-mN is an optional parameter specifies map number, -m0 is default
X and Y is the new coordinates of the city

That is absolutely great news! City placement restrictions can finaly be overcome, great.

No I didn't. With my poor English I may skip something or delay it to future. If you want to ask me personally then private message may be more efficient.
