So if I want to begin new game with Friends probably best choice is 4-30 or waiting 6-x

I'd wait or use the previous modpack version if it can still be gotten, there's also other bugs like no ocean rifts. It might be just me, but this bug is a deal-breaker for me. A new beta might be released soon anyway, because there's a beta of some sort on github already.

To be clear on the belief caps, is it that after 20 cities there is no more bonus (e.g. city 21 causes nothing to happen), or that the bonus is treated as if the number were 20 (e.g. hitting city 21 gives bonus again, but as though there were only 20 cities). Knowing which of these is true makes a pretty massive difference.
