I have decided in a moment of providence that you should do a WWII/Warcraft crossover scenario with Ork Nazis.
Dwarves will have to be Scottish or Irish, naturally. Tauren are Native American. Trolls are voodoo-like Caribbean (at least according to Warcraft)

High Elves , i put these in England
Dark Elves- dont know for sure where yet?
Wood Elves- dont know where yet?
Elves are funny things.. they appear in one form or another in most mythology, regardless of dark, wood, high, gold, moon, etc, they are always referred to as Fairie,or Fey. The elves based on the FfH units are really modern versions of the fey. Definitely western idea of the creatures, so America, England.
Dragons, black, gold, blue, purple, etc
Dragons are a lot like Elves. they show up everywhere, in every environment, with every conceivable magical or physical power. Again, the unit designs in FfH are very much western consturcts of the legend, but if you are looking to spread out the units for right now, they are valid for German, French, basically your northern european ideal of dragons. I thought I saw some models of asian dragons on the forums a while back.. - i think you have a good idea and put one dragon in different countries.
Lizards
Walking "talking" lizards are pretty common across the spectrum too. Pretty commonly declared some kind of goblin, or gnome(also offshoots of the fey). I would say that lizards and salamanders played a pretty heavy roll in Asian mythology early on, so baring Asian dragon models, lizard men should be okay for them - good idea here.
Alot of female units
Not sure what you mean here, I am pretty sure women are not actually mythological creatures, but we can debate that and their origin if you really want! - more or less i guess Amazons
Werewolves - dont know yet either??
Again, werewolves pop in several cultures. It looks like it appears first in old Olympian greece, based on the legend of Zues and King Lycaon. After that, the next major hint of the werewolf appears in both Germany and France at nearly the same time in the early 16th century. Both coming up during trials for mass murderes.
Dwarfs - can only put so much in Germany, need to spread it out some.
Looks like the original term dwarf comes from Norse(germanic) mythology. They are earth spirits or fairie. I found a couple of sites that seem to indicate the word dwarf has no origin terms anywhere other than finnish and northern scandi languages. Historically it is believed that the myth my have originated by upper middle-eastern tin miners migrating north in a kind of "tin rush". Being typically shorter, darker and bearded, dwarves could be attributed to a middle eastern country, if you needed to.
Pirates - Spain good idea
Too broad historically. The original pirates were typically Viking(again, Norse/Germanic) but it could be argued that true piracy really didn't start until the great merchant fleets of Britan and Spain started floating along the seas. I'd probably attribute pirates to Spain, with all respect.
Vampires - can only put in civs that are in the game right now!!
Vampire mythology is reich and common. Modern Vampire myth originated in Eastern/Slavic Europe: Romania, Poland, Russia. The basic myth seemed to have filtered in from greater asian in the early "silk road" trade days.
Orcs - I am thinking of Goblins and Orcs in Germany!!
Like I said before, Orcs are very much modern myth and really didn't exsist until Tolkien created them under the name we know as Orc. That said, they could probably be matched to a similar description to almost any nations evil earth spirits. We could throw them in anywhere there is a gap.
Djinn - Arab , duh , i should of thought of that!!
Middle-Eastern myth. Typically considered Fire spirits, but sometimes Air spirits(in Egypt). Classic myths stretch to Arab legends of the lamp(though that one is more modern, with the wishes.. originally the djinn was as likely to escape and eat whoever found it).
Minotaurs - Greek sounds good
Easy one again, Greek myth. The minotaur of the Labyrinth.
Manicores - persia sounds good
Looks like it is pretty solidly a Persian myth, a sand dwelling man eater. It has similar properties to chimera (mixed beast parts) of asia and the Lamia of greek myth. But I digress, solidly middle-eastern
Monks, all different types? Asian area sounds good
There are all different types! From what I remember of the current monk art from FfH, I would probably put them into the category of the original Asian monks of Buddha. Mongolia or perhaps even Japan has a very rich history of wizened "monks".
Cyclops - Greek ok
Classic Greek mythology. Can't find referrences to any other source for these beasts.
Demons, lords/princes - Asia, HUH??
Demons have a huge history. Prehistoric man was inventing "demons" when lightning fell from the sky and lite a tree up. But, the most concrete form of what we see as modern demons really stem from the Chinese. They have a rich history of seeing any outer planar creature as a Demon(making them not strictly evil), but always something to be wary of. Of course, the Catholic theology and Demon lore is particularly rich(Roman based). But also, you find a great deal of texst on demons in aborginal myth(Africa) that lent itself to the bed of humanity in Persian and Egypt later on.
Chaos - put some in USA already with Death units, just need another place to put the others.
This is a damn big concept here. I am guessing you are trying to place the WH 40K Kaos troops? Otherwise this is way to huge an idea. Choas exists on so many levels in so many forms... If it is the WH40k armies, might consider making them barbarian units? or the high tech versions of wherever you place orcs?
You must have misunderstood what i said, i cant make units, i can only place them in a MOD if they are ALREADY made, sorry.But it does sound good.
Native americans had animal myths too, as well as dragons and skin walkers, there version of werewolves.
