It depends on who you ask. Astrologists (who look at the celestial bodies) say seasons start around the 21st, while metereologists (who look at the weather) say seasons start at the 1st.
Let me try to explain why this patch may be so important for some of us.
I know that "thanks" to some games open to modding people are looking at SDK as something that will "fix" the game, and it makes me sad to have to acknowledge this to a point.
In my case that's not how I want to use the modding tools, while most people buy a game when they buy civ6, I buy a modding platform, something that's going to allow me to make my own version of the game, because I already know before it's released that my vision of a Civilization game is not anymore what the majority of the player base want and what the developers will provide.
And I don't think that any modder want tools to fix a game, that's more like a player request (if you can't "fix" it let "us" do it) while most modders want to add new contents like new civilization (sometime perfectly blending in the base game), others want to change the rules to their taste, create maps, scenario or total conversions, or, in other words, create something new.
So that's why like you I'd rather have a working game at release (and so far on the "working" side I've found civ6 much better than civ5), but not for the same reason, just so that I don't have to "fix" anything before starting serious modding, and that's also why having a perfectly working version of the game without modding capability would be completely useless to me.
100% this. I've been a gamer for 30+ years, and I've never found a game I wouldn't want to change in some way or add stuff to. Civ 6 is pretty close to perfect in some ways, and frustrating in others. What I do admire about it though is there sheer number of systems it provides to hook into: governments, religions, relics, districts, etc. There is a really outrageous number of well designed systems operating in this game, and IMO that is the most important part because it gives us modders lots of stuff to work with.
The one thing I do hope the developers are able to tackle is the AI. I don't expect miracles, but there are some pretty major issues that bog down the game currently, like the AI not using air units at all. That sort of stuff is really frustrating to deal with as a modder.
I do agree with you about the overall level of polish. Despite the AI and some balance issues, I've found the Civ 6 database to be incredibly well designed. There are some features in there I would add (Firaxis developers, if you're reading this: an Active/Inactive column for most features that let you inactivate a unit/civ/tech/civic without having to delete it and risk mod conflicts when another mod tries to reference a foreign key). But overall it's a job well done, particularly with the Modifiers system.

100% this. I've been a gamer for 30+ years, and I've never found a game I wouldn't want to change in some way or add stuff to. My thoughts are the same but I'm also a purist. Now I do have UI mods on my paradox games and some graphical mods on EU4. I dont accept the fact that modders have to improve something like the AI or balance issues to an extent.
