As for the next country, it looks we are currently trying to help the Philipines government fight the rebels out there, by sending around 600 troops to help train them.
As for general war on terror, I think it is impossible to track down every terrorist. But it is possible to make life a living hell-hole for them by tracking them from country to country, bombing their comrades, disrupting their communications, arresting members, etc. As low-tech as terrorism is, it still requires an organization, and if you make that organization less effective, it will save lives.
