Elysium can create more profit with the operation of a MarketPlace. We are presently generating 4 gold, net of expenses. With a MarketPlace, that amount would increase to 6 gold, net of expense (9-3), and there may be other benefits as well. This one improvement will increase the net revenue of the Kingdom of NUF by 9.5%. With an upfront IPRB if $68, it is possible to construct the MarketPlace in only 8 turns, rather than the customary 14 turns. Or, with $44, 10 turns.

Milord, I have asked my most capable manager, Herr Psychologist, to investigate the recent riots thruout our Kingdom of NUF. Although there is a disappointing lack of analysis, his report is attached.

RC & CJ have the customary Celebration Trade bonus, the 3 other cities do not. Perhaps we have looked too soon, milord.

There is no Content Population, and precious few merely Red.

Observations:
REGIA CIVITAS is precarious. Install another Police ASAP.
Sometimes, adding Police makes no difference.
Two Police, either a Temple or Elvis seems required,
  compare Legendary City with Civvium.

Sir, my underlings had neglected one detail:

The fifth Elvis is in Mordhiemia. This city is supporting one Settler, is about to complete a second Settler, and has no Temple.

We need more units to drive out the Vikings. Neuma surely.
Fort Anarchy: Change to Legion in 1? The waste is minor.
  If any form of Peace before EndOfTurn, then Caravan?

We need Diplomats for Trireme Captains.

We're leaving Khorsabad named asis for now. Map area.
Rename Polar City: Frozen Toe or Penguin Flats as you wish.
Instead of a Phx, Approved, how about a Warrior to search the South Pole, followed by an Archer? Good Idea?

River Bridge is not a consideration at this time!
However, a slight Silent Majority exists for Filler Cities.
But if MonkE plays a turn when we build no cities, that is fine with the Majority, 8 of 11 votes, but very sad for your Domestic Advisor. So results are mixed.
F4, Forest 3NW of REGIA CIVITAS, already Approved, had 5 of 11 votes. What does that mean?   When LN finishes its Settler in 10 turns, N NE to Forest the RC Special, N Finally Found F4?
 
Boreum thoughts:

So it seems the people want a mixture of mainly military and caravans to be produced although its possible that Marl Downs or another city could start building city improvements.

OP should build a temple but there is less support for any more temples. If neccessary another trireme could be built but the people seem to want trirmemes built elsewhere or not at all.
