This simple mod component prevents non-state religions from granting culture when no state religion is adopted. It is especially useful when different types of commerce are assigned to religions to prevent massive bonuses in different categories. I created this for the Middle-earth Mod, but I posted it here in case anyone else wants to use the source code.
