I third the nomination of 40J but I also have a question:
Why are ambassadors elected at the same time as the rest of the goverment? If we have both a hole in nationnal politic and contact with other civs at the same time, we could have severe diplomatic problems known in Canada as "mourir au feuilleton".

Nope, everyone from Term 1 is in office until turn 45. Turn 46 is Term 2.
