[NOT A BUG] AI places city within 2-hex limit (1.0.0.621)

Sorry, I don't have a savegame for this one, it looks like my autosaves don't go back that far, and I didn't think to grab one at the time. I did think to grab a screenshot, though. Fortunately, that second settler didn't also drop an illegal city!

The question is what is the minimum distance between cities at the same continent, 2 or 3 hexes?
I remember reading somewhere the minimum distance is 3 hexes.
 
It is an archipelago map, though I've been unable to settle cities that close to each other. I don't know that I've specifically tried putting them across the channel like that, so I'll give it a shot.
 
I believe this is controlled by the Global Define MIN_CITY_RANGE, which is set to 2. And it counts the hex of the existing city as "1". Therefore a minimum of 2 means the above is legitimate, and not a bug.

The reason I'm somewhat confident in this is that I've been playing games with this variable privately modded to "4", and AIs are typically settling cities with a gap of 3 hexes between them.

If this annoys you enough, and you're willing to mod, search the mod browser for "timet" or "min city range". He has 3 versions there, with values from 3 to 5.
 
Huh, my bad, apparently not a bug. Although I cannot settle at that distance anywhere else on the map, little 1-tile islands can be settled regardless of location. I don't know if that's specific to the archipelago maps, or if it can be done with any two cities on different landmasses...I could've sworn I tested that before, but perhaps I'm mistaken.
