As of now, you don't, unfortunately. It's been fixed for the next version (so many, many things have. ); Basically, the improvement which was supposed to spawn wasn't.
You CAN get obsidian. The problem is that the volcano has to be on a tile that is next to a river and you must have a city that is built adjacent to the same river. I haven't found any other way to get this to work.
That's odd. I've never noticed a problem with Obsidian myself. When the volcano event happens, a road spawns on the volcano and connects to any adjacent roads, providing Obsidian to any connected cities.

I've had this happen numerous times but the obsidian fails to get transported into my cities, despite any number of connecting roads (even with bridge building and sailing and all that, that connects trade routes). The only way that has worked, for me, is to have it connected to a rive.
