I think some safe bets on stuff that will be changed drastically are the world congress(if in the base game this time) and the culture system as iirc Ed beach said that he didn't really like the mechanic of swapping in/out cards

It's also almost certain the Loyalty mechanic will return in some form, hopefully with feedback from folks (personally I don't mind it as it is, but having Culture level come back to influence strength is a smart move imo).
I think everyone is filling in the blanks with what isn't obvious. It makes no mention of Civ VII or historical civ.
I thought it was a pretty popular opinion that a non-historical civ was coming next before VII. But certainly both have been in production for a while now.
I'm certainly rooting for BE2, but a fantasy version isn't out of the question.
About the release date, and I forgot where I read this or I'd link it, but one of the higher ups working on Midnight Suns game said they had the "wrong release window" for the game so I would still bet on the game coming out during the holiday season.

She was serving as COO when NFP was released; she's been involved with operations all during the development and launch of Midnight Suns. Her previous experience includes senior roles on hugely popular games at other studios. Those games were not 4X or strategy games, but her experience impresses me as a person who listens to customers, listens to the market.
These announcements seem to mesh well together. They couldn't very well announce Hazen's promotion and Solomon's departure without commenting on the product pipeline. Her quote says, " that Firaxis is in development on the next iteration of the legendary Civilization franchise" That doesn't say "Civ 7" (or Civ VII) explicitly, but it feels less like a Beyond Earth II.
My thoughts are that NFP and LP have taken the place of a spin-off game in the development cycle. In both cases, it's where they try out some off-beat ideas and train-up less experienced team members, while generating a modest income stream while the next iteration of the main game gestates.
I'd agree with you there, I think what we could've had in BE we got in form of extra content for 6.
Also it's important to note that Ed never worked directly on BE, it was a completely different team. Everything points to the next iteration of Civ, its just for all we know they could do a rebrand and call it "Civilization" without the 7.

It very often didn't work, and when it did there were some issues with the game that never really got worked out (one of which is that city sizes had to remain very very small, which kind of goes against the reason to play the game in the first place). So not only did they anger their audience by making this online requirement (and wouldn't back down from it), they didn't have the infrastructure to support that anyhow.
Cities Skylines has pretty much taken over Simcity's old audience. EA had this idea of turning it into a casual multiplayer thing, which was sort of fun for a few hours - if the servers were working - but then you invariably hit a point where you just couldn't do any more in the tiny city areas due to design limits. Failed to grasp that Simcity 4 had its longevity based on the huge regions you could build over for months on end.
It's partly why I get pretty upset to see people on here talking about how civ producers "don't care," "don't listen to the fans," etc. etc. Those people have no idea.
I have mixed opinions on the direction Civ 6 has gone towards the end as far as DLC goes. The NFP felt like a step on the wrong track. Full of stuff that was literally incomplete, or broke the game balance, with only a sort of "it's optional" justification rather than attempts to make it work properly. It holds a weird non-canonical status in my mind, unlike pretty much every other Civ expansion pack. I'm not touching the Leader pass or any further Civ 6 DLC - it's starting to feel a bit too micro-transactiony for my taste.
Not surprised that Civ 7 is on the horizon, but I'll admit a certain wariness as to what state it'll be at launch. In fairness, Civ 6 was far more playable than Civ 5 was when it first came out.

Do you really think they would leave Civ VI with only one duplicate leader after setting that whole thing up? I say all of it was in the plan all along. VI dlc, spin-off and VII.
I find the incomplete nature of the game at launch and going through filling it all out over the years to be one of the most satisfying aspects of the game tbh. That's why I always play the newest iteration of the game and pretty much forget the others
What if the next Civ isn't a Civ 7 or BE2, but something that allows them to deliver both of those varieties separately (and maybe more), with users buying whichever pieces they want at launch and as passes and potentially expansions are released.
