If we use ruling of schedule changes and prevent all "next week" sentences in the rules, this doesnt matter. But as long as we have those sentences and references in there, we need to define it.
BTW:
be careful when you state "on the first week of the year" to others
there are 3(!) definitions of this...
a) Week 1 is the first week of year with >=4 days (MON-SUN)
b) Week 1 starts on first Sunday of year (SUN-SAT)
c) Week 1 starts on first Monday of year (MON-SUN)
btw: version a) is the ISO standard week
which shows using monday as start of week is standardized
