What is your attached image of. I cant make it out very well and shrinking it down to the size for an avatar makes it even worse

it is an icon of penn state university. I shrunk it before I asked for help.

@ shadowdude, impressive. I like it. If i throw in my second child, can you make it transparent and cahnge the eagle to blue hues? Ok to cut all but the eagle, olives, arrows and shield.

my parents always told me I was special and that was why I had special teachers, classes, etc.
