Misfit, if you're using Photoshop, the easiest way to do it is go to the file menu, and Save For Web. When the Save For Web window appears, click on the option arrow on the right hand side (see the attached image), which will give you a menu. Select Optimize to File Size. When that option window appears, type in 4(k), and hit enter. Now finish saving your file. The finished file will be optimized to 4k!

In my version there is just a slider tat you have to adjust until the file size in the bottom left hand corner goes below 4k, the key point is saving for web as I learned recently.
