Recaptured terrain can go wrong:
- USSR conquered Cluj-Napoca and all its terrain.
- I liberated Cluj-Napoca and all its terrain, but USSR units conquered a single, enclaved tile near the northern border to Hungary before being destroyed.
- I did not manually reconquered that tile.
- I went for the near Presov that was in USSR hand too, and when I liberated it, this tile was returned to Slovakia instead that to Romania, even if there is not territorial continuity (Hungary is in the middle).
M11-39 remain in the Italian building list even after later variants are available (i.e M11-41).
If you liberate the tiles of a neutral city-state you will get a diplomatic bonus, but after turn ends, you will get a bigger penalty from occupying its terrain... hey, just give me the time to move!

Maximum damage to a city from aircraft doesn't seem to apply to the AI, but is applying to me - meaning the AI can take cities much more easily than I.
Is this a 'feature' or a bug?

No, it is more than ten turns now.
Probably a tile conquered is somehow "connected" to the nearest city of the conqueror.
If this happens to be an occupied city, when you liberate it, it will give all its "connected" tiles to the city's original owner.
If you check the file attached, you'll see this problem near Cluj-Napoca and near Sophia (where Greeks conquered Bulgarian tiles that went to me when I conquered Kavala - notice that I never was at war with Bulgaria).
Also, in this file you'll see the problems that I mentioned here: look at Syria land and at the single city in Algeria I retained.
Whenever I load the game, quick combat starts and I can just disable it in-game, until version 31 where it has been disabled as an option and I have lost naval counter-attacks and retreating. So it was locked in the on position!

I suppose it is, until they are set as a team, if they are in this scenario.
