One Last Resource Request

Pouring over my mod, it occured to me that the Cossacks were only "Russian" because Russia conquered their territory; anyone else could have done the same.

So, I'm asking for a Cossack Resource - it could just be a frame from one of the Cossack units. It would be a strategic resource, with the owner (surprise!) allowed to build Cossacks.
