This is probably my favorite option "
Set as default rules for all games" option on the editor---that way you can just mod a game, and then set it as default, so they all start that way!---this would also mean that a mod would have to come out with the original default, and you can download it off of the civ site if you lose it.
most of these are generally edited parts of the game, probably just be another patch
there are probably a few more, but i can't think of anything right now, sorry if i repeated any
I guess the same person who can think up 256 civs to put in the game!
that is probably the rough estimate of how many countries there are in the world right now, if it isn't exact... or so i would think
