Open Borders & Tech Transfer SVN 5509

Having this issue for last couple of SVNs. I have Open Border Agreements but am not seeing any benefit from Tech Transfer. The tech tree neither shows a color change or percentage of benefit. I know there has been some recent changes but can't find Open Agreement info in Civilopedia. Other items in Civilopedia referencing the subject (ie Writing Tech Advancement) shows it but doesn't open when clicked. Attached is SVN 5509 game.

Tech transfer now requires both open borders with a civ and a trade network with that civ. Do you have both?

Apparently not, am not connected by rivers or any paths/roads and have no port facilities. I will continue my game to see what happens. In my previous game I was having some trouble also, but, that game no longer exists for reference. Thanks for your assistance.
