Open SG Germans correct starting positions on World map

I'm not sure about the French. Do civs respawn like in Civ II?

It is customary for the first post to list the playing order and should be updated to always reflect whose turn it is.

PreTzel_22 started the thread, played a round but wasn't able to post the sav. I then played the same he had played. (I offer my apologies for that again.)
