1) My projects finished, no effect
2) My projects finished, little effect that combined with efforts in other fields will combine to (hopefully) increase economy
3) Projects didn’t finish because of scope, need more time/investment.

If Sardinia swears for us, we must insist you leave the island alone. If you agree to that restriction, however, there is no reason why we cannot sign an eternal NAP. Southern Italy must not see the devistation of the north.

However, we will make the following point perfectly clear: a NAP does not mean an alliance. If the First Republic of France invades us, we will retaliate to the extent of our abilities, and sign an aliance with all nations arrayed against her. However, under any other curcumstances, we will not aid your war.

You do not expand economy by investing EP into it, you expand it by not spending any EP that turn (atleast, all non-EC EP) and giving me a good reason. Had you not spent EP that turn, then your economy would have grown.

Yes, we are perfectly aware of what a NAP includes, an agreement not to attack your territories in exchange for an agreement from you not to attack our territories. We do not ask for, nor do we expect more.

So let me clarify this so I know what to do from now on. Instead of writing like I did last turn "Spend 1 eco to draining the marshes near lands near Città della Pieve, Spoleto, and Trevi and distribute the land among small farmers to help encourage agriculture." I should just say "drain marshes near lands near Città della Pieve, Spoleto, and Trevi and distribute the land among small farmers to help encourage agriculture" and not mention how I'm funding this at all? My second question is did the draining of the marshes actually occur so I'll have to think of some other way my economy can expand or didn't it occur so I can use the same justification on why my economy should expand for the next turn?

You also need to not spend any eco that same turn. You cant spend your eco, and grow your eco at the same time.

Well, you stipulated to invade Germany after the Netherlands (of the Austrian type) had been taken, or so I assumed. And with the netherlands not taken, I assumed that you did not want me to risk the invasion into Germany.
