You can say that EU II is slightly better than EU III without the expansions. However the situation will change drastically after installing the add-ons.
It seems that Paradox and Firaxis have something in common - you can enjoy a game if you're willing to wait for a couple of expansions.

Yeah, lots of people say that Paradox's games are best played using the Complete edition. I could purchase both of them for $20 (a local shop is selling EUIII Complete for $10!), but I'd never have enough time to thoroughly play them. While I'm leaning toward EUIII Complete for value reasons (oh look a complete edition for $10), I've read that EUII is a more eloquent game that would be more familiar to Civ players.
I can say that EU II has the same status like Civ II, you can't go wrong with it.
