I'm just not sure when...so you guys can trigger our GA whenever you want, and then use it for that infra. Build markets first. Why? With a communal govt, our Spanish cities would have the same corruption as our core cities, so in that case it wouldn't make sense to ICS Spain -- we would instead build with a normal spacing.
