I’m going to use the four slots for “Special Projects” that country is investing in. Special Projects, which includes researching new technologies, are expensive investments that can yield heavy amounts of productive capacity when completed, or even a “trait” bonus depending on the project.
You can only have four projects running at once, and projects can be worked on jointly. Depending on the terms, the project, and other things, investors will also get a bonus of some kind.

We have gained rumour (OOC: IOTChat) that you have have plots against our policy to expand. We are uncertain if this is true but never the less we need confirmation, especilly with our developments. As such we like you be sure you are to not only commit to a policy of non-aggression but also to not interfear with our claiments in Arabia. We secure Arabia for the sake of security for Muslims, as well as the prestige of Persia. In turn we will set a defence pact with you in case of any aggression towards you. We are in the end ensuring the development of Persia for all our benefits. Fear not: when we eventually secure Mecca the Masjid al-Haram will be safe. The Kaaba or Ka'aba will be in safe hands. All Muslims, Shia, Sunni and otherwise, will continue to be able to pratice their religius duty at the most holy site that is the Sacred House, the Cube.
We meanwhile suggest that you consider a navy while considering our offer; you are going to need one not just for trade defence but to eventually ensure you can expand out into the waters, especilly with Europe starting to warm again.

Persia declares that it desires to see Mecca indepedent. As such any claims of Mecca by Persia will see Mecca made free (OOC: a NPC). This will be to the benefit of all Muslims. Persia, the Ottomans and Alexandria will then sign a defence pact with Mecca for its defence.

The Year 1885, seven years after the Fall. The Old World of Europe is gone, and the United States of America destroyed. Every nation of the world faced the challenge of the Great Winters. Most of South America has collapsed, fallen to savagery and barbarism. Out of this chaos, Argentina continues to stand. The efforts of President Nicolás Avellaneda and his successor, General Julio Roca, not only has the Republic survived, but together have helped to bring an end to the civil wars that started over sixty years ago.
However, Argentina did not pass the trial of the Fall without loss. Only the provinces of Buenos Aires, Córdoba, Santa Fe, Entre Ríos and Corrientes remain as part of the Republic, along with the Federal City of Buenos Aires. The other provinces have fallen outside the control of the Republic, the exhausted army lacking the manpower to defend these provinces from the threat of warlords and savages. Abandoned for now are conquests to the south in Patagonia, only to resume once the country has regained its strength to colonise this wilderness.
Not all is lost, with the coming of stability to the country, the loss of these provinces is only a setback. A plan to return these provinces to Argentina has begun, beginning with the province of San Luis. In the near future, a strengthened army could bring the entire Cuyo region back into Argentina, a region known for its wine making.
In order to help develop the economy of Argentina, the construction of railways has begun. President Roca has passed a law that gives everyone free, secular education.

Persia realised that just the one province would deny Mecca sea access and we felt 4 provinces (which will includee Medina) to allow holy unity.
The power will be rulsed by religius authority.
Its flag will fly.
The Haij will be a safer journey with a power secured!
