Declarations of the Shah, 1883
Followers of the Sublime State of Persia and her Shah, heed well the words of your sovereign, for the Shah bows to the one god: God, whose prophet is Muhammad.
In pious memory of my father, Nasser al-Din Shah Qajar, I, Mozaffar ad-Din Shah Qajar, desire to help Persia through these most difficult times as She copes with the great chaos following what we come to label “the Fall.” Europe and North America, along with the homeland of the still existent Russian Empire, have been forced barren by a most terrific demonstration that humanity is submissive to God and His powers. Yet from this chaos comes new opportunity to demonstrate our submission to God and our willingness to accept His justice. As my father awaits judgement so must I take humility in the face of “the Fall.”
Iran must be secured. By council with my advisors I heed that we must secure our internal peace externally. The Sublime State of Persia’s and the Russian Empire’s border troubles concern us and the Russians, just as the Turkish and Georgian border disputes a concern the sovereigns of the respective powers. The region which we strive for peace in must be at peace with itself. To commence this I set decree that I will follow my father, Nasser al-Din Shah Qajar, in seeking to establish the
Persian-Sakart'velo Telegraphy Pact so that both Iran and Georgia may benefit. I will go further and, along with my suggestion for a
Persian-Russian Non-Aggression Pact to avoid repeats of border violence, issue for a purposed
Persian-Russian Telegraphy Pact that my father had envisioned being set between the sovereigns of Iran and Russia. In turn I will request the Ottoman Empire consider forming the
Ottoman-Persian Non-Aggression Pact so that when our borders do meet we will not repeat the Afghanistan and Turkmenistan Troubles that the Shah’s irregulars had with the Russians.
I also suggest that the Turks and Georgians sign a non-aggression pact with each other for the sake of peace. As Shah I also finally hope to introduce the strategic importance of Egypt and offer the
Alexandrian-Persian Non-Aggression Pact for the future possibility of our borders meeting… although this is but a possibility of course, for we cannot write the future of Persia’s borders come a decade in these most unusually chaotic times… yet.
Still I should also take this time to make another offer to Sakart'velo, who we have a non-aggression pact with; I offer the creation of the
Genoa-Tehran Defense Pact, for in times of chaos we must unite together in case of harm.
Still merely stating we will not fight each other is not enough; we must engage with each other too! As you know my father introduced the telegraph to Persia and I have already stated my intentions in that regarding the Russian Empire and Greater Sakart'velo. Yet it will be necessary, be it when our borders finally meet or through the telegraph lines of Sakrt’velo’s territory, that the Ottomans connect with us by methodology of telegraphy. Similar notions requires that the Ottomans are telegraphically linked to the Russians, the Russians linked to Sakrt’velo, Sakrt’evelo links with the Ottomans and (eventually) Alexandria has its communication linkage to Tehran by methodology of telegraphy. The methodology of telegraphy will ensure swift communication between ours territories, allowing for improvement in idea exchange, economic activity, security safety and general political arrangements.
As Shah of the Sublime State of Persia I must also heed the opportunity of the railway that I heed may prove useful not just for Iranian strength but the strength of all.
The Ottomans should consider a great railway project with Persia, the Russian Empire and Greater Sakrt’veto, along with eventually Egypt. I purpose that we all strive for setting a
transnational railway line between Bursa and Samakand, with Genoa and Tehran benefiting from such route as well. This will encourage railway development in our respective countries, as well as forming a basis of improved relations and allow the migration of ideas to ever spread wisdom, plus economic improvements. Hence such operation can be a basis of a Alexandrian train line later on. The railway can connect us all and secure the fruits of peace!
For all this I have spoken of the foreign for the benefit of Iran but I must also stress my commitment to aid Iran by both the inside and outside. Persia, ever likely to find its classical glories of empire in these unusually chaotic times, must bet set on which ever road of executive futures that must be taken. My father’s illness allowed constitutionalists to allow semi-constitutional alterations in the framework of the Shah’s power, limitations seen needed for the safeguard of the Persian state. I heed these concerns but also the calls the nobility made for the Shah’s powers to be absolute in times of crisis. I see that if the Ottomans are able through constitutional alterations to grow then so, in respect of power, consider such constitutional prospects. Yet while the prospect of helping decree a Iranian constitution alludes me I must at the same time consider the rational of my nobility and the importance of drastic leadership in these times. Yet I confess that absolutism need not be the route to salvation.
As such I will permit members of both the nobility that oppose constitutionalism and those striving to see Iran be a fully constitutional monarchy to heed out a conference in Tehran, in what will be the
Council of the Determination of Persian Destiny and Leadership. I permit the first meeting to take place in my palace, so I may personally chair the meeting. I will invite Turkish, Georgian and Russian representatives to attend the Council as additional voices, for and against constitutionalising the monarchy, so that my people will be governed with full knowledge that their elites had the benefit of using their ears and eyes than just simply using their mouths. The Council will determine whether I will fully and eventually hand over the reins of government over to a parliament while maintaining my duty as the King of Kings or whether the King of Kings must be blessed with total power over his empire.
Whatever the case I pray to God as all other faithful and hope that Persia, along with its neighbours, are not condemned to the full plagues of the Fall.
